I got the houseings apart with the aid of a little heat but when I started to spin the compressor wheel of I notice there is no hex on the exhaust turbine to hold the shaft. Th "HUB" on the wheel also runs excentricly but the wheel runs true. What is happening here?

Something took a chunk out of the top of that turbine fan.

@Shaggy I'm not seeing the chunk missing.

Some people will wrap a screwdriver with a rag and insert it between the blades to hold it.
(I don't feel that's a great method, but if it works....)
Does it have another flat spot on the other side? If so just use a wrench. If not?? Vise grips?

I just put my 3/8 drive air impact on the compressor wheel ,about 5 "blips" and it came right off,no need to hold the other end.The exhaust wheel is running true (visually" no runout or wobble. There was no vibrations In the turbo so I guess I'll just run it. I'd feel better if there was someplace on it that I could set up a dial indicater though.

edit) so does this even look like a useable wheel?
