Power loss around 1700 RPM....
Did you try to manually overide the cold air flap? The valve is on the bottom of the turbo you should be able to wire this forward. It will take less tim if you take off the pass side charge pipe off first. P.S. you will need a small mirror. Good luck.- 99growlrsmoke
