    i would check the starter solenoid on the fender first. make sure the little wire is still attached and is in good condition ( no corrosion) then check all your connections at the starter. rule out simple things first. if those are ok then check the fusible link in the positive battery cable...

    if there is no voltage on the other terminal then the relay is junk. the post with the constant current is direct battery voltage. the relay closes with a pcm signal which allows current to flow to the glow plugs. the glow plugs ground through the block.
