Wheel bearings are turning all the time, usually you will hear it when normal driving also, a whine, growl, or any other weird noise coming from the front end. Definitely something to rule out though.
backing plate is the light gauge piece of metal behind the brakes. It supposed to protect the disc from any damage, could be bent and rubbing when turning.
