If it's the wiring to the IPR (which is part of the fuel bowl harness), take a good hard look at the harness as diesel fuel tends to turn the wiring insulation into goo. This can cause the wires to short. Cheers!

Is the tin nut on the back of the IPR tight? That will cause it too. Could be a cam sensor on the way out too.

I don't have the part number anymore but when I replaced it, international had that two wire plug for the ipr with an 18 inch pigtail for 17 bucks or so. It is also the same as the injector plugs if you have any under valve cover harnesses laying around. Like rubberduck said, check the jam nut on the ipr, but bet your wiring insulation is goo. If the two wires short to each other the ipr does nothing, in other words, all the high pressure oil goes right back to the oil pan instead of the injectors. Been there done that. Easy find and fix for the powerstroke gurus we all are, but if you have that problem in powerstroke infancy like I did, it sucks alot to be dead in the water at random in the middle of the road and not have any idea were to start. That is one thing I love about my truck, I've owned it long enough, most stuff is a quick diagnosis.
