    You should be able to change the bearing for about $8 instead of the pulley.The bearing is very common pt#6203rs.Napa sells them.Good Luck.

    Check #22 Maxi fuse under the hood.If it is blown you will need to unplug the fuel heater and replace the fuse.

    I have mine unpluged on the outside where your arrow in the pic points to.If you go that route put some black tape around the loose connector so it doesn't short out and blow the #22 fuse.Then when you get a new heater (if you do)just plug it back in.I don't think the filter is supposed to rest...

    I believe you can unplug it from the inside if you are going to take the fuel heater out. the stand pipe(LEFT HAND THREADS) takes a 7/8 crows foot wrench to take it out. I've had mine unpluged for 3 years.

    Check your fuel pressure like mud said so you can rule out the fuel pump.If you got a check engine light there should be code if you can get it scanned at maybe auto zone.

    water drain question

    I use a 1/4' rubber hose from the fuel drain to a clear mason jar then start the truck watch for belts and fan blades then open the drain.It won't take long to fill the jar.

    Like Rich said it could be oil foaming up not letting the injectors work properly,make sure you have heavy duty oil for diesels.Like Mud said take your oil fill cap off and sniff in VC for burnt wire smell for a bad UVC harness.Another thought would be to unplug your EBPV two wire connector...
