Dash Bezel upgrade?

was wondering, if possible, how hard would it be to make a 04'-07' instrument/radio dash bezel fit in a 99'-03'?

CA smog cert in 2010?

I just heard that California is gonna make diesels that were built before a certain year pass smog starting in 2010. Anyone else hear this, and how could they smog a older diesel?

front turbo bolt...

im tryin to get my turbo off the pedestal on my 2001 7.3. I was able to get the rear bolt off but the front bolt has some weird funky nub on the back side of the bolt head. can anyone tell me the best way to get this bolt out?
