New timing cover for 95? How to change?

jc, you can send your 95 hpop to Joey at Terminator Engineering and he will put 17* internals in it for you and keep the 95 drain back valve. If you send him both pumps I think he charges like $50 and if you don't have the 17* I think it's $200. I'm not sure if those prices are correct, but I...

Bad ipr OR harness

Is the tin nut on the back of the IPR tight? That will cause it too. Could be a cam sensor on the way out too.
