06-07 6.0 psd hp/tq ratings

I was looking at an 06 E350 dully w/ psd and noticed that the hp and tq ratings are significantly less than that of a 06 F350 psd. Are they not using the torqushift trans in the E350 and that is why the ratings are different?
As with the junk chevy 3500 van with the duramax it is less than thier truck ratings.

Cooling problems and lack of intercooler results in lower ratings. Only so much stuff you can shove under the hood of a van.
