Question 2004 6.0L Glow Plug Control Module

Replaced all 8 burnt out glow plugs and both harnesses. The Glow Plug Control Module had a constant 6.3 volts on the harnesses when ignition is off. After paying a Tech site for advice, I replaced the Glow Plug Control Module. The new GPCM (Glow Plug Control Module) also has the same constant 6.3 volts on the harnesses when ignition is off. What is the true scoop on this device? Is that 6.3 volts supposed to me there? If not, what is causing it? Other than that, the system works as normal when key is on, there is 12 volts and the trucks starts fine.
How to prove the Glow Plug Control Module (GPCM) is working correctly?
