computer flash with edge box?

hey guys,
i took my truck into the dealership for an oil change and asked them to flash the computer because i was transfering from california to virginia. he said that they shouldnt do it because of the box. is that true? or does the truck computer need to be re-flashed for the new area over here? thanks
