Dually fender wells removal?

Anybody know how to remove the dually fender wells? i have some paint peeling and rust starting where the fender meets the bed and need to take them off and try some of my own body work sometime.

The outer fenders should be held on with a small bunch of nuts on the inside of the wheel well. I can't find it on my DVD, but I think that is how they are held on.
