Question E-brake problem

OK, so here's my dilemma. First, I replaced my e-brake pedal, then I replaced my e-brake cable, then the pedal stuck to the floor. I then took it to the dealer and they replaced the pedal and the cable. This was maybe 3 months ago. Now, the pedal is free from the cable again, which is what happened the first time, when I replaced the pedal.

Anyone have any ideas on what the problem might be? This is really starting to get annoying. I have to park the truck on a small incline all the time, so I have to use the e-brake, and its a manual transmission. Placing it in gear is not enough. I am using a tire chock right now.

I think I'd be looking at the actuator levers in the top hat part of the brake rotors.. if it sticks, at the least it'll slack the cable when the pedal is released.

I would start @ the wheel mechanism and work your way forward looking for seized pivot points. Likely you'll need to pull the rotors off and look @ the drum mechanism inside the rotor hats.
