Is the price right on 99 DRW 350 Bob?

Went by a dealer tonight and they want $16,900 for a 99 DRW CC 350 PSD stick with 178k on it. It has a roadarmor front bumper, 6" miter cut stacks, non-working (that I could see) air horns/compressor/tank setup, the rocker panels was self-applied rhino liner, cutout fender flares, what looked like a 4" lift with some aftermarket rims and bigger tires, a ghetto diamond plate aluminum console with some switches (did nothing) and a cheapo cb with ALL of the wires run in the open...all of the wires looked like a rats nest in the engine bay. It had a Bighead Actuator on it but it seemed like it ran like crap at low rpm's. Maybe I'm used to driving mine, but it had a bogging hesitating feeling down low and only got up to maybe 17 psi...I almost think that I could notice it at idle as well. The clutch rattled one time when I pressed it after a long hard pull to coast to a stoplight and the rear diff leaked from the yoke.

rip. paid that much for an '02 with 120k almost stock. mods like that (especially when done very poorly) pretty much decrease the vehicle value the amount that they're worht.
