Low Rail Pressure

I've gotten the low rail pressure code a couple times over the last couple months. It usually pops at the first start up. I get the low power message, but it goes away pretty quick. When it first happened I think I got a bad batch of fuel. The stuff that came out of the water separator was pretty dirty. I did some research and it seems it's not too uncommon for the transfer pump to act up. But would the transfer pump cause the low rail pressure? Or is that a high pressure pump issue?

This is on a 2015 F250 with about 63K miles on it.
