No power to the PCM

I have a friend that has a 2000 7.3 that won't start. He put two new batteries in it. Fuel is getting to the bowl. Fuses all look good. He had a friend come over that hooked up his laptop to it and was running a program from Ford he said. The 'puter said the PCM wasn't receiving any power. Anybody have any ideas?

Check all of the fuses related to the PCM both under the hood and dash. Check them with a meter. I had my PCM fuse under the hood "blow" but when checked visually and with a test light you couldn't tell that anything was wrong.
