My guess would be idle time at signals. You can turn right on a red after a complete stop,in Ca.

I past this question by our FedEx man that delivers here. He said that he does all of his deliveries on the right hand side of the road first and then comes back down the other direction last.

So I can see how that works instead of crossing over the highway (to make a left) and then come back across again (another left)

The BEST way to reduce your fuel use is to DRIVE LESS !

This isnt anything NEW to UPS...one of the driving <no pun intended>
factors for doing this was ACCIDENTS...and INSURANCE.

right turns means you'll AVOID crossing lanes of traffic.

making a right turn and going 3 blocks out of your way
wont save you SQUAT...what they also were after was
better ROUTING.

and my point is proven even by their own MGMT <idiot> -

Jim Winestock, a UPS vice president in Atlanta, said, "I know it drives my wife crazy, but I've been known to pass up drug stores, three or four on the left-hand side of the road, just to get to the one on the right-hand side of the road."
