What are recall 08B06? Does it apply to Build 3 trucks?

I received a letter for o8B07 the other day. should I have received one for 08B06 too? or was my Build 3 truck not affected?

Besides what my letter says regarding 08B07, is there other things involved in the flash that is not written in the letter?
