i found this in ebay, is this an actual chip? it says it's not a resistor and list them for all models of diesel trucks so i guess a resistor is out but would this be worth the 70 bucks?

The plug in the picture looks like the plug for the ICP so I would say it does the same thing as the 10K mod.

all it is is a glorified 10k/18k mod.can be done by yourself with a max of 5 bux spent at radio shack

There is one model that has a transistor setup in it to shut the unit off when the engine is at idle. Like was already said, it is a glorified 10k mod.
