I have a 1983 Honda Magna V45 and it is running like the choke is closed at low PRM and does not want to start easily. As soon as you open the throttle it takes off like normal but when you let of it sounds like the choke is closed or the ignition is turned off. It does not pull much vacum and the reading bounces all over on all cylinders. It never has pulled much vacum but now it feals like it is puffing out air. At first I thought it was a stuck slide in the carburator choking a cylinder but they are all moving the same. Now all I can figure is retarded ignition or cam timing. Any ideas?

Well, from what I can see the ignition timing is not adjustable and comes from fixed pulse generators on the crank. I can't see how the cam timing could have gotten off. I am thinking I am going to put new spark plugs in it and see what that does for me. It seems all bikes have weak ignitions and are very sensitive to plugs.
