99 7.3 no cold start unless plugged in

my 7.3 will not start cold, unless it is plugged in. smokes white when cranking, im thinking glow plugs or controller? how do i test the controller? how do i test glow plugs?

Jumper (by-pass) the glow plug relay to get the glow plugs going. It it starts then, a bad glow plug relay is a strong candidate.

tested the glow plug solenoid. no voltage going to glow plugs. changed solenoid now its good to go
