You are the man if you can take the fuel filter housing out, clean it, R&R the IPR, reinstall the fuel filter housing with new fuel lines, prime and start the engine in 15 minutes. My hat's off to you.

Thanks for the input guy's. I found the problem. I have a leak at the neck that finally got bad enough that coolant drips down the block, follows the lip of the oil pan back to the tranny inspection cover and drips out. The leak seals itself up with a warm engine so first thing in the morning...
The EBPV operation is controled by oil temp and/or water temp and combustion air temp sensors. It definitely helped mine to not function if I plugged it in for a few hours before I started it. It also helps to start the truck and let it idle for a few minutes before you are ready to take off...
