    my not so wild guess that could be a possibility is that if the UVC harnesses were damaged and you only replaced them there is a very realistic possibility of damage to the Valve cover gasket and the electrical contact and pass through or possibly the engine end of the wiring harness.

    hazarding a guess is that they should be in the 275+ neighborhood, honestly I do not know what they should be on a cold engine, I suspect that you may find that yours are very very low. I've never actually seen numbers measured cold but since that is all you can do it should give you an idea.

    check your compression. sadly it sounds as if you are not getting the compression you should which is why you need the additional heat of the glow plugs and the warm block from the block heater.
