Will this mod help combat the surge/stall issue?

It wont help with the stall, at least it didnt with mine, the only thing for that is either a new housing or a WW. I'm going the wheel route and put it in when I do the new down pipe install.

No, I dont believe it will. Thats purely the turbo.

That is correct,it's for the 7.3L PowerStroke Diesel.
