AR15 accessory part

Anyone lucky enough to have attended the 09 SHOT show this year? I saw the following photo on the ar15.com website but it does not identify who sells this. If anyone knows where I can find one, please post the link. It appears to be a collar that goes around a metal forearm hand guard that allows you to add accessories without drilling into the forearm. I need one for my DPMS Panther Bull.

Never seen one of those, wouldn't it be easier to just install a rail system? would give you a picatinny rail on four sides instead of only three.

that collar will just attach to my metal handguard without any drilling or other modification. I would rather be able to take it off without any mark left if I can. The swivel stud will work for my bipod so I really like this particular piece. That way I have three rails and a bipod.

i have seen ones that mount to the barrel but not the hand guard. i would think that the handguard one would be specific to the maker.
my first stop looking for stuff is m-aparts .com
the guy can be real moody, but he knows his stuff.
