It hard to tell from the pic, but that looks to me like the drain line for the fuel bowl drain. If that's the case, your probably in need of new o-rings for the yellow fuel bowl drain lever.
I'm not aware of any "coolant" drain tube. There wasn't anything there in the way of a coolant drain when I replaced my water pump last spring.

Looks like fuel to me
