brake question

I have a 95 crew cab and got a brake issue.
I believe I found my problem as being the vacuum pump, but just looking for some advice if I am right. After starting the truck, the brake pedal will feel fine the first application of the pedal. then it gets hard as if no power booster.
I am going to check the vacuum on the pump with a gauge tomorrow. initially removing the hose I get a suction from the end of the hose.
If it was the booster I wouldn't have any normal pedal at first at all, correct?
so that's why I believe it's the vacuum pump.
any input greatly appreciated.

yes it is likely vacuum related either in the vac pump or a toasted/disconnected vacuum line somewhere.
