Dieselsite fuel pressure regulator question

About a year ago I installed an adjustable fuel pressure regulator from Dieselsite. Been noticing lately that the fuel pressure doesn't seem to drop off when you shut the engine off. Tonight I was under the hood checking things over and I thought I would investigate. Fuel pressure is set to 65psi @ idle. When I shut the truck off, the pressure quickly dropped to about 20psi, but the slowly climbed back up to 65psi, without the fuel pump even running. Bob told me when I purchased it that the fuel pressure should drop when you shut it off so a stuck open injector will not hydro lock the engine. That being said, how does thgis thing build 65psi after I turn the key off? If anybody has any expirience with these regulators, I'd appreciate some help. If not, I guess I'll have to give Bob a call. Thanks.
