glow plug relay

i been haven problems starting my truck its cold here in th 20's and it will work just fine sometimes today i chec the voltage it had .67 is the relay getting ?what is the correct voltage ? thanks tom

should have close to 12 volts on both sides of the relay when energized..

do voltage drop testing if that's what it takes
