Help Needed Heater control dial restriction

I got a hot tip. 
I turned the dial to the hottest setting while the blower was OFF and it went all the way to hottest. Then after a long drive once it was up to full operating temp I used my IR heat gun aiming it at the blower air and saw 141*F.
