Just bought 2000 7.3 how do i drain water

This yellow valve is located behind and below the plastic cover that is over the fuel filter housing.(attached to the back side of the filter housing)

If you can find the metal drain tube under the truck and extend its length with a piece of rubber hose you can put a drain pan under it to contain the fuel.

Otherwise it is going to drain on to the frame rail and make a mess.

Change the fuel filter while your at it with a motorcraft replacement.

is there one under that black cap or is it uner the driver seat by the frame rail?

On the 7.3 your drain valve is located on the back side of the filter housing under the plastic cover.
