just did mine as the manual instructs and it worked fine.
1. Turn ignition on (but do not start) wait for the seatbelt light to go off, may take 1 to 2 minutes.
2. The next steps 3 - 5 must be done within 60 seconds after the seatbelt lilght goes off, or you will have to start over.
3. buckle & unbuckle for 3 times, ending in unbuckled.
4. turn the head lights on and then off.
5. Buckle & unbuckle for 3 times, ending in unbuckled.
6. The seatbelt light will flash for 3 seconds. and then you have 7 seconds to buckle & unbuckle one more time.
If successful, the seatbelt light will flash for 4 times per second for 3 seconds.
