Weird noise and coolant leak???

Truck just came out of shop for idler pulley locking up and throwin my belt, while they had it they pulled lower radiator hose and put new coolant in. now when i let off the throttle it sounds like an old closet door closing around the turbo area i believe. Like a "rrrrrrrr" noise. plus it's leaking coolant from the upper radiator hose. Is there suppose to be a ton of pressure on this hose? And the over flow cap has pressure also?? is this normal?

You will have pressure on all the radiator hoses when the engine is at operating temperatures. At the same time, you will also have pressure under the expansion bottle cap during the same operating conditions (aka. the bottle is also pressurized).
