I pulled the VGT tonight and did the entire reconditioning procedure in about 4 hours. None of the vanes were stuck, but a good cleaning really smoothed out the movement. I'm going to put everything back on and button up tomorrow night and I'll post final results. Thanks for all the help!

I was going to pull the turbo and recondition it per the instructions on the Ford Diesel Tech Society page and they mention '03's and early '04's need to have the VGT Relearn procedure done or else damage could result. Anyone know what that is and how to do it? Thanks!
