It’s also a ground controlled circuit. PCM uses pwm to change unison ring position. Check the ground side of the circuit with test light at the vgt. I’ve seen many pcms not control the turbo. Remember 03-04 have a different pcm than 05-07 trucks if that’s the repair and a used pcm Is needed...
Once that bolt is out the tube should come out with a little bit of force straight upward. It basically goes into rear cover vertically but has a couple o-rings on it that can cause a headache. You should be able to see it if you’re underneath it looking up on drivers rear of engine.
The tires wouldn’t clear the bushes jets so I added a 1” spring spacer and 1.75”block for rear and now it doesn’t run and sits 1” higher in rear, I’ll put up a newer pic.

Take belt off and crank it over, I see a lot more of seized ac compressors nowadays on 03s and 04’s, is it early build engine with icp in back? They can also cause this issue, usually sets p2285
Lifted this one at work, 2017 xlt 6.7, 6” procomp lift, bushwackers, 22x12.5 American Force 38” Snipers. And some Amp boards.

This code is for the crankcase ventilation separator saying there’s no flow through the sensor, only koeo, wilhich shouldn’t have any anyway since the truck isn’t even running when it sets the code. Replacement of the ccv and an update always fixes it. Done many
