CA smog cert in 2010?

I just heard that California is gonna make diesels that were built before a certain year pass smog starting in 2010.
Anyone else hear this, and how could they smog a older diesel?

The key is what year. They smog diesels in other states by checking the opacity of the exhaust.

trucks built after 1997 and under 8,501 GVW is what the guy said.

Build date September 1996 & GVW of 6,200 lbs.

I heard it was coming, but haven't heard any details.

Is this going to be just an opacity test, or do I have to remove the programmer & reinstall the AIH to get it to pass???

arizona & colorado have been doing diesel emissions inspections for a few
years now.

virginia is adding it now too.

testing is dependant on where you live (county or metro area) more
than anything (at the present time).

testing is performed at different levels, confirmation of OBDII functioning
(no codes stored and the MIL/SES/CEL light is operational...they turn it
on & off to confirm the bulb funtions and you havent disabled the light).

testing also will include visual inspection of exhaust systems too.

additionally opacity tests are also performed via "dyno" roller or LOAD
based testing...which may include a throttle SNAP test and/or some
rpm "hold".

the opacity test is a measurment for BLACK smoke....many states have
been doing road side testing (using lasers) to find/notify AND FINE gross polluter.
