Great Idea!
But now you have to figure out how to sell that... Im sure you could come up with some specical "Kit" to "Install" this on any hitch. Maybe even include the drill bit in with the kit.

Yeah the kit would include a drilling template to mark the hole. Sounds like an idea for ebay
